The PUC is headed by three Commissioners, one of whom is Chairman and is present at the Commission on a daily basis. The Executive Director functions as the Chief Executive Officer and is responsible for the day-to-day administration of the affairs of the Commission.
The PUC is organized into two core areas, Regulatory and Administration, and has a complement of professional and support staff.
The Commissioners
Commissioners are appointed for a term of office not exceeding 5 years; but Members are eligible for reappointment. The functions of the Commission include the following:
- To advise the Minster generally in relation to the telecommunications sector ;
- To implement the Sector Policy;
- To issue, modify, enforce and revoke licences in a manner consistent with the Sector Policy;
- To regulate the interconnection of telecommunications systems and the management of numbers for telecommunications services;
- To formulate and implement standards in relation to the technical regulation of telecommunications systems, telecommunications equipment and customer premises equipment;
- To determine the criteria on which an operator may be designated as being dominant and to designate that operator accordingly;
- To regulate the prices that may be charged by dominant operators;
- To regulate, allocate and manage the use of the radiocommunications spectrum;
- To facilitate, maintain and promote effective and sustainable competition in telecommunications services in The Bahamas; and,
- To exercise the other functions and powers set out in the Telecommunications Act, 1999.
